I purchased Tot 1.0 (iOS & iPadOS), is the upgrade to Tot 2.0 free?

Yes, Tot 2 is a free upgrade on iOS if you have already paid for 1.0. You will need to restore your purchase using the In-App Purchase mechanism.

What about the macOS version 2.0, is it free?

There is an upgrade fee to unlock premium features on the Mac like text dividers, custom smart bullets and more. Open Settings in Tot 2 for the Mac and tap the And More... icon to purchase the app on the Mac and unlock the premium features.
